Watch

A Watch is the third of three levels of communication issued by ERCOT in anticipation of a possible Emergency Condition. ERCOT shall issue a Watch when ERCOT determines that:

• Conditions have developed such that additional ancillary services are needed;
• There are insufficient ancillary services or energy offers;
• Market-based congestion management techniques will not be adequate to resolve transmission security violations;
• Forced Outages or other abnormal operating conditions have occurred, or may occur that require operations with active violations of security criteria;
